What do I replace hairspray and Gel with?

My friend is living on his own and he spends way too much of his pay chack on hair products when it should be spent on something else. He uses three squirts of spray hair gel messes it up then runs a smidge of water into it and then sprays it down he goes through forty bucks a month just on that and shampoo and conditioner(which he's a boy so he doesn't need) I don't know what to tell him to replace it with. He hates mousse...what else could he use to cut down costs?
