Do you believe that governments can trigger earthquakes and other disasters?

Governments already admit to modifying or changing the weather--do you think that they can also trigger disasters and devastation that is presumed to be natural because the source can't be seen (e.g., EMP, DEW, USW weapons, etc.)?
