If your under the age of 21 is it illegal to carry and take a medicinal tincture made of 80 proof rum and herb?

I had a friend recommend to me a medicinal tincture to control my mood swings, but the herbs (damania, valerian root, ginseng, hops -- all legal herbs) are seeped in 80 proof clear rum, which absorbs the chemicals that the herbs have. I would carry a very small eye-drop sized bottle with me, and take 15-20 drops under my tongue, when I feel myself having a mood swing. Not nearly enough to get drunk. The entire contents of both of my tinture bottles would not get me drunk. I was just wondering since I'm not 21 I'm 20 what's the law about that? I mean if a cop or someone decided to be a jerk could I get in trouble?
